The update, announced July 24, 2026, applies to all customers and moves classification away from the binary "AI bot or not" question toward behavioral criteria: what a crawler collects, what it stores, and how it redistributes content. Cloudflare also explicitly calls out chat fetch bots like ChatGPT-User and browser-use agents driven by Gemini or Claude as distinct agent-class traffic that site owners can now manage separately.
